Separate CLI installation from the authentication prerequisite.
Requirements currently says that an authenticated CLI is required, although the next lines describe installing a missing CLI on the first review request. The bundled setup procedure installs first and checks authentication afterward. (raw.githubusercontent.com) Users can read this as a requirement to install and sign in manually before the first request. State that the CLI is installed on first use and must be authenticated before the review runs.

The main conversation first follows [CLI setup](references/cli-setup.md), installing
a missing CLI before delegating a review. Existing trusted installations
are reused. The review subagent returns setup blockers to the main conversation.
Before running a review, read and follow [authentication and recovery](references/auth-recovery.md).
Resolve the trusted CLI to a quoted canonical absolute path, check authentication
in the approved review execution context, and proceed only on `authenticated: true`.

Pass -q to curl so an inherited configuration cannot disable certificate checks.
curl reads ~/.curlrc unless -q is its first argument. If that file sets insecure, this download skips server certificate verification. An on-path attacker could then substitute install.sh. The inspection in step 3 reads the downloaded script, but it does not authenticate the script's origin, so it does not reliably stop a crafted replacement.

Installation does not imply authentication: if signed out, hand terminal login
to the user, then verify status before reviewing. Never claim installation or a
review succeeded based only on the installer starting.
