Dependabot moved the provided
maven-core,maven-modelandmaven-model-builderto 3.10.0 after 1.3.0. This PR moves them back to 3.9.16, moves Sisu back to 1.0.0 (the version Maven 3.9.x ships) and adds Dependabot ignores, so the API stays within what Maven 3.9 provides at runtime. Part of mojohaus/.github#23.
