All of the elements of HearingLocation are also nullable on Hearings - saw this when reprocessing hearing 4983. This PR updates the HearingLocation runtype to reflect that.
Also removing
package-lock.json- this got added in a recent PR, but we use yarn, so it's unnecessary.
