Both were installed unpinned, so every image build could pick up a different CLI and a prod failure could not be reproduced with certainty. Pin to the currently published versions (1.9.0 / 0.22.0).

Problem: the two Codacy CLIs were installed unpinned, so the image content changed with every build and a prod failure could not be reproduced with certainty (OD-612).
Fix: pin them as build args like the other CLIs — codacy-cloud-cli 1.9.0, analysis-cli 0.22.0 (current npm latest).
