This plugin supports extracting WAL changes and converting them to JSON format. Another contributor created a PR for this (#76), but it needed some changes prior to merge. This PR has been created from scratch using the feedback on that PR, including following the BUILD.md guide and adding chainsaw tests akin to the postgis extension.
I'm not sure what user should be listed as the maintainer, as none of the other plugins have this section despite it being listed in the template.
