Based on discussion in the Validation Subcommittee today (Dec 11, 2025), #642 (#642) could be included in this cleanup.

While there was consensus that this change is not necessary to enable the use of RDAP for the purposes of Section 3.2.2.14.1 in the EVGs (due to inherited definition of "WHOIS" from the TBRs), it was agreed that adding clarity would help avoid potential confusion in the future.
