A decoded value must not report whether receiving it failed: that is reported by the deferred read, like it is for every other stream and future. So a pending stream<u8> decoded by StreamDecoderRead now ends once its deferred read stops, whether it succeeded or not.

This reverts the behavior introduced in f63bcad.

A decoded value must not report whether receiving it failed: that is
reported by the deferred read, like it is for every other `stream` and
`future`. So a pending `stream<u8>` decoded by `StreamDecoderRead` now
ends once its deferred read stops, whether it succeeded or not.

This reverts the behavior introduced in f63bcad.
