Update WKT protos to include newer files - #1301

protoc v36.0 ships new .proto files with its binary distributions, including some files we missed from previous releases. Update the synced files to include the 5 new .proto files. Rewind the release from earlier today so a new sync can pick up all of the files and ship it with the v36.0 label.
