P2 Badge Restore Pi and OpenCode package validation

When a change affects either npm-distributed plugin, this replacement for make test never invokes src/plugins/pi/validate.sh or src/plugins/opencode/validate.sh; the compatibility jobs build/install tarballs and js-packages runs unit tests, but neither performs the validators' package-content, declaration, dependency, credential/API-access, smoke, or publish-dry-run checks. Add Pi and OpenCode to the build/validation groups so malformed publishable artifacts cannot pass CI.
