chore: remove CLAUDE.md shim, Claude Code reads AGENTS.md natively

Claude Code 2.1.277+ loads AGENTS.md from the working directory and every directory above it, but only when no CLAUDE.md exists anywhere on that path. The shim was blocking the workspace-level AGENTS.md files from loading.
