We need to wait for the most recent Python version to hit the Ubuntu runner.

I noticed that ubuntu24.04 is used in workflows. Is it helpful to move to 26.04 to get the latest packages?

Good call. Just tried bumping the runner version to 26.04, though, and still got

Error: The version '3.15' with architecture 'x64' was not found for Ubuntu 26.04.

From https://raw.githubusercontent.com/actions/python-versions/main/versions-manifest.json as of right now, the highest version available to us is 3.15.0-rc.2, so once we get the full version in the Ubuntu runner we should be set.

It looks like it is expected to be released at the start of October: https://peps.python.org/pep-0790/

When using a prerelease version of Python or a custom-compiled version
of Python, the version string may end up being so long that the user
agent string we construct is longer than 127 bytes, if the client passes
a user agent prefix that is long, but within contract.

This patch guards against this in two ways. One, it truncates the part
of the user agent string that we construct, which is the best that we
can do in these cases. Two, it shortens the format of the user agent
string that we construct from `python3.x.y` to `py3.x.y`, making this
less likely to happen on real Python versions.
