[PM-20474] Enable Telemetry for Billing Project

📔 Objective

The OTel collector is in place for all environments. We should be good to start emitting telemetry via the SDK. If there are any issues this PR can be easily reverted or we can set the OpenTelemetry:Enabled config setting to disable it at runtime.
