[CTX-0082] docs(spec): record shipped component-install seed in v1 clauses (bitty#1902 delta 1) - #151

…auses (bitty#1902 delta 1) package-management.md said v1 = local+git only with no curl-tarball fetching and no automatic download; bitty#1791/#1870 shipped component install (fixed-argv curl + pinned CDN + SHA-256) for components. Scope the no-curl clause to plugin sources, record the shipped exception, point consent/digest/egress at bitty#1905/#1906.
