Current version of BinanceApiConfig does not allow customization of API base URL but only base domain which does not make sense. It is not possible to configure testnet API with that (see https://testnet.binance.vision). This pull request improves configuration options to fully customizable base URLs. I removed two methods (setBaseDomain, getBaseDomain) so it is not backwards compatible but fix should be very easy for every dev.
