Explicitly set the postgresql+psycopg2 dialect scheme in backend-py configuration and refresh lockfiles to prevent SQLAlchemy 2.1 driver mismatches and resolve 18 dependency vulnerabilities.

Supersedes #505 by pinning the dialect scheme to prevent ModuleNotFoundError: No module named 'psycopg' when SQLAlchemy resolves to 2.1+.
