Program Details management (Tenant DisplayName/Division/Branch/Description) was bolted onto ApplicationStatusAppService despite being unrelated to application status labels. Moved it to a dedicated IProgramDetailsAppService in the SettingManagement namespace, mirroring the existing WorksheetConfigurationAppService pattern, with unit test coverage.
