NOTE: This merges to the feature branch, NOT to master
Motivation and Context
Updates the behavior to match new requirements of cross SDK spec: Revert changes to ProcessCredentials stale/prefetch times. This keeps some of the documentation improvements and interface unifications but returns behavior to released state since process credentials are no longer in scope for this change.
