Some organization workflow jobs still use GitHub-hosted Ubuntu runners. Route the remaining jobs and shared workflow callers through Blacksmith and register the runner labels with actionlint.
Validation: parsed workflow comparison confirms only runner selection changed; actionlint and git diff --check passed.
