Record remaining published release checkpoints

Closes #89.

Record published tags for 1.8.6, 1.9.0, and 1.9.1 in CHANGELOG.md. Each entry links the release notes and explicitly records the maintainer's release exception for outstanding Claude checks. Issues #73 and #75 remain open. Version 1.9.1 is now the latest release.

Validation:

• Read back all 12 newly published release bodies and tag SHAs. Each tag identifies its original merged checkpoint; all preexisting tags remain unchanged.
• Verified GitHub's latest endpoint reports v1.9.1 and all three releases are public, non-draft releases.
• Documentation checker, 16 documentation tests and whitespace checks pass. Only CHANGELOG.md changes; the plugin tree is identical to main.
• The preceding release-history change passed all742 local Bun tests, strict typecheck, static invariants, plugin validation, and27maintenance tests. Those package bytes remain unchanged. CI runs the full required checks again for this head.

This maintenance change does not rerun or claim completion of the deferred Claude runtime checks. The maintainer explicitly authorized publication with those gaps documented.

• Refreshed saved GitHub release records for all three are published, non-draft, and match their prepared notes. tags-current.json maps each tag to its exact inventory merge commit. latest.json identifies v1.9.1 as the latest public release.
• Their release notes identify the outstanding Claude Code work. Saved issue Complete deferred Claude parent verification for worker recovery #73 and Verify final worker lifecycle status in Claude Code after quota reset #75 records remain open; the release notices correctly describe an exception rather than completed verification.
• python3 scripts/check-docs.py passed. python3 tests/test-check-docs.py passed all 16 tests; its printed check-docs: 1 problem(s) is the expected negative fixture within that successful test run.

This maintenance review does not establish runtime behavior or close the deferred Claude checks.
