docs(releases): link published 1.10 checkpoints

What changed

Link the published v1.10.0 and v1.10.1 releases and their reviewed PRs from the existing changelog entries.

Verification

• Public releases and remote tags match PR Add optional Codex startup routing #92 at 58946622cd331ca6b2fcc37bdf44cdc263895be7 and PR fix(policy): document the executable normalization wrapper #100 at ea09860fa4e100f78447c34abc343d7e1e0eb69d.
• Only CHANGELOG.md changed. git diff --exit-code origin/main -- plugins/pstack passes, so no installed-parent behavior changed.
• Bun tests, strict typecheck, maintenance tests, documentation checks, static invariants, ledger check, and plugin validation pass.
• Independent maintenance review passed, including public release/tag/PR checks and packaged-tree equality.

Documentation impact

Adds published checkpoint links to the owning release history in CHANGELOG.md. No version bump or tag movement.
