Adds Release Please workflow that creates release PRs automatically from conventional commits, chaining into the existing GoReleaser workflow via v* tags.
Generate a permissions.yaml with sensible defaults (read: allow, write: prompt, dangerous: block) when running auth setup. The permissions command now checks for file existence before loading, showing a helpful message when no config is found.
