Remove redundant TIRx root, runtime and IR exports of canonical TVM-FFI APIs and migrate Python callers, examples and references to tvm_ffi. Preserve TVM-specific runtime behavior and the retained convenience APIs.

Use canonical TVM-FFI APIs directly instead of maintaining duplicate TIRx root, runtime and IR exports. Migrate Python callers, examples and references to `tvm_ffi`, while preserving TVM-specific runtime behavior, device convenience constructors and IR diagnostics.
