Keep only the console in the bottom panel #9059

Feature Summary

Once results open beside their operators on the canvas (#9057), the bottom panel's Result tab repeats what the pinned windows show. The console, meanwhile, shows nothing until exactly one operator is selected, and the errors that stop a run or a compilation sit in a separate Static Error tab.

Proposed Solution or Design

The bottom panel keeps only the console. With no operator selected, it shows every operator's messages in time order, each tagged with its operator; clicking a tag narrows the console to that operator, as selecting it does. With one operator selected, it shows that operator's messages alone, under a line naming it that can be closed to go back to all. The errors from the Static Error tab join the console as error messages, shown by the same rule: an operator's own errors with it, and errors that belong to no operator when none is selected.
