ci: install GA Oracle JDK with actions/setup-java, not oracle-actions - #6851

oracle-actions/setup-java downloads a GA release only from https://download.oracle.com/java/<N>/latest/. Oracle removes a release from /latest/ once its free (NFTC) updates end, and the job then fails in "Set up Java" with a checksum error before the build starts. That happened to JDK 17 and 21, and f410a04 responded by limiting Oracle jobs to Java 25 and later; the next removal would need the same edit. The actions/setup-java step that runs next already installs Oracle JDK for these jobs (Java 21 for Gradle included): it tries /latest/ and falls back to /archive/jdk-<N>_..., which Oracle keeps. Run oracle-actions/setup-java only for the EA build from jdk.java.net, and allow Oracle jobs for Java 17 and later again. A release whose free updates have ended is tested with its first GA build from the archive, such as 21.0.0, not with its last update. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Jobs that picked Oracle with Java 17 or 21 then failed in "Set up Java" with a checksum error, and f410a04 (#6848) worked around it by limiting Oracle jobs to Java 25 and later. distribution: oraclethat runs next already installs Oracle JDK for these jobs, Java 21 for Gradle included: it tries/latest/and falls back to/archive/jdk-<N>_.... oracle-actions/setup-java now runs only for the EA build from jdk.java.net, and the Oracle version limit in matrix.mjs becomes>= 17, which no longer needs an edit when Oracle drops a release. The cost is that a release past its free updates is tested with its first GA build (21.0.0), not its last update. The matrix picks Oracle rows at random, so this PR's CI may not run an Oracle job. I checked by HEAD requests that
/archive/jdk-<N>_linux-x64_bin.tar.gzand_windows-x64_bin.zipreturn 200 for 17, 21, and 25 (macOS is already excluded for Oracle). The same change in pgjdbc: pgjdbc/pgjdbc#4520.🤖 Generated with Claude Code
