Decommission LLAP external client features with
hive.llap.external.client.cloud.deployment.setup.enabled=true.Why are the changes needed?
We decided to remove the LLAP External Client with Apache Arrow in April 2025. Then, we created a ticket to decommission the LLAP External Client fully, and the progress has stalled. Since we haven't received a further response about the use cases, it is time to proceed.
In this PR, we would remove the cloud deployment mode from the LLAP External Client first.

Does this PR introduce any user-facing change?
Users using
hive.llap.external.client.cloud.deployment.setup.enabled=truecan no longer use cloud deployment. As far as I can see in HIVE-28932, it has not completed yet, and I expect almost no users to exist.How was this patch tested?
