Implements the User and Roles Phase 1 foundation.
Adds suspension security profile, successful-login tracking, monetary-authority policy model, database migration, permissions, focused tests, and change documentation.
Focused suite: 11 tests passed; Java 25.0.4; Gradle 8.14.5.
Deferred: public management APIs, complete branch/operating-hour/transaction enforcement, Till/GL-account behaviour, session invalidation, and live database/Docker integration.
