Description

Recently, the Apache Fineract community decided to allow multiple commits per user and PR to preserve digital signatures on each commit. (FSIP-7 at https://cwiki.apache.org/confluence/display/FINERACT/FSIP-7%3A+traditional+merge+strategy)

To keep in line with these changes, we should remove the one-commit-per-user github action that enforces one commit per user on a PR.

Changes

Removed pr-one-commit-per-user-check.yml.
