What problem does this PR solve?

This PR add enable_arrow_flight option, makes the arrow flight work pool optional and only creates it when explicitly enabled via configuration. This allows users to disable arrow flight functionality and avoid allocating unnecessary thread pool
resources when the feature is not needed.
