UI: Show security group selection in Basic zone VM deployment

Description

The Deploy VM wizard does not show the Security Groups selection step in Basic zones.

Fixes: #11685

How Has This Been Tested?

1. Created a Basic zone and verified the Security Groups step now appears in the Deploy VM wizard
2. Tested cross-domain deployment as root admin and verified SGs from the target domain/account are listed correctly

@Damans227 a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
