FederationConnectionConfiguration.encodewroteretryIntervalin the slotdecodereads asmaxRetryInterval, so a downstream's remote broker always usedmaxRetryInterval = retryInterval. It now writesmaxRetryInterval. The layout is unchanged, so the wire format stays compatible. Adds an encode/decode round-trip test.https://issues.apache.org/jira/browse/ARTEMIS-6306
