Fix SPDX licence to move URL to separate line

The SPDX licence should not have any extra characters after the specification, moving the URL to a separate line is better in context of automated parsers.

I would put two different opening/closing pairs, as shown in the next lines in SECURITY.md, but that's a personal preference.
