Refactoring harness and template test files to remove 1 TODO

• Removing "# TODO: these test classes should be moved into the correct package for the module" from line 42 of check-module-packaging-conventions.sh
• created new folder src/main/java/org/apache/accumulo/test/harness
• deleted old folder src/main/java/org/apache/accumulo/harness/conf
• refactored all 12 integration test files into new test/harness folder
• Fixed many many import errors resulting from refactoring
• moved 3 template test files out of start/src/test/java/test and into new start/src/test/java/test/java/org/apache/accumulo/start/test directory
• deleted test folder the template files were in
