setup-android@v3 installs the legacy 'tools' SDK package by default, which has been removed from the Android SDK repository, so sdkmanager exits with code 1 and fails the 'Set up Android SDK' step. v4 defaults to 'platform-tools' only.
Editing the workflow triggers the org's required zizmor scan, which blocks on the mandatory 'unpinned-uses' check (all actions must be pinned to a full commit SHA) and on Medium findings such as 'excessive-permissions'. Pin each action to the commit its current major tag resolves to and set a read-only 'contents' permission.
