Add Inkog - AI Agent Security Scanner

Adds Inkog to the tools list via data/tools/inkog.yml.

Inkog is an open-source security scanner purpose-built for AI agents. It performs static analysis on agent code to detect behavioral vulnerabilities like prompt injection, infinite loops, token bombing, and missing human oversight.
