feat DO-1984: reduce cost for php workflow

Description of the proposed changes

• Remove the pre and post setup steps so the overall job cost is reduced.
• Upgrades all actions to their latest version
• I'd like to reduce cost further but looking at the executions of this workflow, most steps actually take more than 1 minute with most being around the 3 minute mark. I think the job overhead is minimal here.
