Note: As of today, AI integration (GitHub Copilot and similar bots) has not yet been disabled on non-compliant repos. Disabling AI integration remains imminent if we are unable to foster compliance across the organization — no hard deadline has been set, but this is actively progressing. This PR is part of that compliance effort. Merging it will add CODEOWNERS enforcement to prevent AI bots from self-approving pull requests. |

Why: AI apps removed due to lack of CODEOWNERS (PR #505, #503). Without CODEOWNERS, AI bots can self-approve PRs.
