In GitHub Actions, every workflow installs through .github/actions/setup-pnpm/action.yml:35, where pnpm install uses pnpm's CI-default frozen-lockfile behavior. The unchanged pnpm-lock.yaml still declares js-yaml as ^4.1.1/4.1.1 and lodash-es as ^4.17.21/4.17.23, so these new manifest specifiers make installation terminate with ERR_PNPM_OUTDATED_LOCKFILE before checks or indexing can run; regenerate and commit the lockfile with these upgrades.
