Updates build to 1.6.1 and restores the Windows colorama dependency through universal lock regeneration.
Validation: Repeated lock generation was byte-identical. Fresh hash-verified installation, wheel/sdist builds using the uv build installer, metadata checks, and fresh installation and CLI help for both distributions passed. Hosted CI and CodeQL passed. No release was published.
Maintainer review remains outstanding.
