Implements decision A-2095 (C.Lee, 2026-10-26 10:41 PM PT): the root LICENSE goes from Apache 2.0 to Business Source License 1.1, matching LICENSING.md.

• The parameter block (Licensor, Licensed Work, Additional Use Grant, Change Date, Change License = MIT) and the canonical BUSL 1.1 text are restored verbatim from commit 65c8d76.
• Only the root LICENSE changes. The SDK, wrapper and example MIT LICENSE files are untouched.

Overview
Replaces the root LICENSE from Apache 2.0 with Business Source License 1.1, implementing decision A-2095 and aligning the on-disk license with LICENSING.md.

The BUSL parameter block names Christopher Sellers as Licensor, scopes the Licensed Work to the Agent Middleware API (excluding paths with their own LICENSE files), sets an Additional Use Grant for self-hosted production use while restricting competing hosted/embedded offerings, and schedules conversion to MIT four years after each version’s first publication. The canonical BUSL 1.1 terms replace the full Apache 2.0 text.

No application code or subdirectory MIT licenses (b2a_sdk/, wrappers, examples, etc.) are modified in this PR.
