Lead review (diff only): README-only runbook for the local npm.ix publish path (7 steps, dry-run first, structural guarantee stated as living in package-npm with dist-verify-published as second line) plus a correction in tools/quire-dist/README.md. No code touched; gate green apart from host-only it_144 (missing python jsonschema). Note: runbook is unwalked and the publishConfig.registry override is unconfirmed; the section says so. No findings.

Writes the local/manual npm.ix publish procedure as a README section next to the existing Development/make-target docs (README.md is where this repo keeps procedure; NFR-008 is a boundary spec and CONTRIBUTING.md a review checklist). Also corrects tools/quire-dist/README.md, which still said package-npm needs every catalog target.
Framing: repeatability only. The structural guarantee is package-npm deriving optionalDependencies from the artifacts present; make dist-verify-published is the second line. The section says so.
Not done: the runbook has NOT been walked end to end against npm.ix (no publish was run). Unverified: whether --@agent-ix:registry overrides the publishConfig.registry in the generated manifests; the runbook dry-runs first to read the target from npm output. The README section records that it is unwalked.
Gate: fmt-check, lint pass; cargo test: only it_144 fails (missing python jsonschema on this host).
