This removes
phpcompatibility/php-compatibility.Enforcing a specific version of PHP across multiple versions of Drupal core and unknown PHP projects is undesirable--particularly when it's so hard to override. So, per #94, we're moving it from our Composer requirements to suggestions. If you want to use it, see https://github.com/PHPCompatibility/PHPCompatibility for instructions.
