Summary

• version the optional native companion as 0.3.0 against rosa-torch 0.3
• add cibuildwheel release automation for CPython 3.10–3.14 on Linux x64, macOS arm64, and Windows x64, plus Python 3.10–3.12 on macOS Intel
• attach all wheels and the sdist to a dedicated native-v* GitHub Release and publish them through PyPI Trusted Publishing
• include the MIT license and document the exact, compact, and opt-in Monte-Carlo RLBWT capabilities

• native top-1 and RLBWT smoke tests pass
