Summary
Updates ROADMAP.md to reflect the current state of the project and reorganizes issues across quarters:
testtool andtest_optimizerthat undermine user trustRemoved completed items and outdated quarterly sections. All changes are documentation-only with no impact on code or test coverage.
Closes #1727
