Budget-driven generation could consume the caller's entire deadline and lose every retained input when the adapter process was killed. Reserve the existing transport grace inside the caller's budget and pass a private, shorter cooperative generation allowance to fast-check, while keeping source coverage collection within the operation deadline. No public timeout option is added.

Stacked on #588 at 11b4745d3625aef9be05f4bf873a4467cfbdae1d.

Validation: the real backend regression requesting 1,000,000 runs now returns structured TIMEOUT plus more than 64 retained inputs (the previous run ended in a transport exception); 13 Kotlin deadline/campaign/artifact tests, 219 native adapter tests, and main/test Detekt passed. Very short budgets can still expire before process startup; that remains an explicit timeout.
