Preserve explicitly declared null and undefined alternatives in instantiated call return types when TypeScript strictNullChecks is disabled. Keep checker-selected generic/overload results; nullable generic constraints alone do not add a return alternative.
Validation: three real typechecker/frontend regressions passed (finite literal union, generic alias substitution, nullable-constraint precision). Kotlin call-lowering roundtrip suite passed. Independent change against neo; this supports the finite return-kind checks in USVM #394.
