Every package sets DebugType=embedded, which embeds the PDB directly into the DLL -- there is no separate .pdb file left to put in a symbol package. IncludeSymbols+SymbolPackageFormat still produced an empty .snupkg anyway, which NuGet.org rejects outright: "The package does not contain any symbol (.pdb) files." dotnet nuget push auto-pushes a sibling .snupkg right after its .nupkg, so this broke the real wave-1 publish right after the main Vali-Flow.Abstractions.1.2.0.nupkg had already gone out successfully. Removed IncludeSymbols/SymbolPackageFormat from all 12 packages; embedded debug info means a separate symbol package was never needed.

Vali-Flow.Abstractions.1.2.0.nupkga NuGet.org salió bien, pero el.snupkgquedotnet nuget pushempuja automáticamente a continuación falló con400: The package does not contain any symbol (.pdb) files.
