Background

Related #1396

The agnostic-ai specs had drifted from CI and the repo, loaded a stale module table on every src/ edit, and the issue skills were shadowed by global skills of the same name. This PR does the parts that work on the pinned agnostic-ai 0.87.0. Three items still need work, listed below.

Changes

• Gate is make test, make test/strict, make sa, make lint, matching CI's strict job. The gate, commit types and the shfmt -w warning each live in one spec file.
• Issue skills renamed to bashunit-gh-issue and bashunit-gh-issues; doctor --scope project reports no findings.
• Module table moved to skills/fork-census/references/module-map.md, with stale and missing rows fixed (reports/, Cobertura, awk rules, diff coverage, sandbox, suites, benchmark files). Return slots moved to rules/return-slots.md, so test edits no longer load them.
• pr labels and fix-test fixture path now exist. Snapshot edits ask first. Lint budgets added. Session-wide model: balanced pin removed; per-agent tiers stay. The after-edit hook falls back to agnostic-ai on PATH and exits 0 without it.

Validation: npm run agents:check passes, lint --strict is clean, and doctor --scope project has no findings. The hook exits 0 in a clone without node_modules and without agnostic-ai on PATH. make sa and make lint pass. I stopped make test/strict before it finished; this PR does not touch src/ or tests/, so CI's run decides.

Still missing

• Upgrade to 0.89.0 (item 6): npm's min-release-age=5 blocks 0.89.0, published Oct 27, until Nov 1. requires stays 0.87.0.
• Shared memory (item 7): on 0.87.0, builtins: [memory] adds a hook with the event TaskStart, and validate rejects that event. This needs the upgrade first. The three facts (Two wrong claims in the rules files: subshell RANDOM inheritance, and the extdebug side effect on Bash 5.2+ #1354, Investigate intermittent cancellation regression failure in parallel CI #1385, Count parallel results from test files under hidden directories #1393) are drafted and ready.
• Review spec (item 8): left out. A review spec adds about 1.2 KB to every Codex session, which pushes the root AGENTS.md past 3 KB. The checklist stays in the code-reviewer agent.
• Protecting generated files (item 9, partly done): a deny on CLAUDE.md, AGENTS.md, .claude/rules/** and .codex/** triggers LINT022, because sync writes those files, and that fails lint --strict. Only the snapshot ask rule is in this PR.
