Update Start 1.0 announcement with partner feedback

Updates the Start 1.0 announcement's partner contributions with the requested Vercel, Netlify, and Railway copy.

• Vercel now describes the eve, AI Gateway, Vercel Sandbox, Vercel Connect, and Chat SDK integrations and links to the requested eve template.
• Netlify's one-million figure explicitly refers to users of its AI app builder; its existing link is preserved.
• Railway now describes zero-config deployment, Railway Sandboxes as a TanStack AI provider, and both template types. Its existing destination now uses the same sponsor/oss/tanstack attribution as the site's Railway links.

The announcement remains draft: true. Existing credits and other partner entries, including Clerk, CodeRabbit, and Scarf, are unchanged, as is tier-based rotation.

Partner requests: Vercel, Netlify, Railway copy, Railway attribution.

Validation: pnpm format, pnpm test, and a server-rendered HTML check of the exact prose, unique partner-name prefixes, decoded hrefs, and Gold/Silver/Bronze headings. Checked that the announcement remains a draft.
