Move node_tilable_track_nums_ to rr_graph_storage and add remove_node
There was an unused build sweeping script in the root of VTR which is going unused. This script has fallen behind the build support of VTR. VTR has moved to using the CI to check for build configurations. Instead of maintaining this script, we can just remove it.

Add Schema ID to RR Graph Formats
Cleaned up the last necessary spelling mistakes in VPR so we can now add codespell to the CI. This will add spell-checking to the CI tests so when people merge code into VTR, we can ensure that there are no obvious spelling mistakes. I have added a config file which contains which files should be ignored and what words can be ignored.

Fix off by one error in drawing
Added VQM2Blif to the codespell targets since this tool is still used by members of the VTR community and is being partially supported. Fixed all of the spelling mistakes currently found.

Fixed the spelling mistakes in the VTR flow. We exclude the pearl libraries and benchtracker since these projects are not being maintained at this time. We also ignore the benchmarks and tasks directories since these are mainly used for testing and contain a lot of false positives. We do not want to make it challenging to add more tests.
