Moves custody checksums, archives, and release receipts behind completed verification and review. Removes the metered-plan digest, delays manifest assembly to a stable evidence cutoff, hard-gates checksum-producing release tools, and adds operator, reviewer, documentation, and regression coverage. Validation: 42 checksum-free unit tests passed; 13 behavioral evaluation cases validated.
